Por más de 30 años, las bellas artes o Beaux Arts han competido por financiamiento público contra una cada vez mejor organizada y pontencialmente rentable industria de las artes del entretenimiento y contra unas políticamente más aceptables artes amateur y patrimoniales, especialmente a niveles regionales y locales. En parte, esto refleja la percepción pública de las bellas artes como elitistas en una sociedad autoconscientemente igualitaria, mientras su ala experimental o vanguardia es vista como despiadadamente crítica con los poderes establecidos, ya sean culturales, económicos o políticos, invitando a preguntarse: ¿Por qué debería el gobierno financiar a sus críticos? y ¿qué debe hacerse para que las bellas artes puedan ser reavivadas en una cada vez más global economía basada en el conocimiento?
